ولد في الموصل، كان أدبياً ومؤرخاً وسياسياً وإدارياً وصحفياً، أصدر جريدة النجاح في الموصل سنة ١٩١٠م وكانت تمثل لسان جمعية الحرب والائتلاف في الموصل. عمل مع الملك فيصل الأول في دمشق ثم عمل في التشريعات الملكية في البلاط الملكي في العشرينات حين تولى فيصل عرش العراق. انتهى بعد ذلك إلى حزب التقدم وكان على صلة بمؤسسة عبد المحسن السعدون وأصبح سكرتير للحزب المذكور.
